On 12 May 2015, the Comité mixte économique algéro-français (COMEFA) convened for a progress meeting in Algiers. It was chaired, for Algeria, by the minister of Foreign Affairs, Ramtane Lamamra, and, for France, by the minister of Foreign Affairs and International Development, Laurent Fabius. During this meeting, Air Liquide, the public group Imetal and the National Investment Fund (Fonds National d'Investissement, FNI) signed a shareholders’ agreement with a view to setting up a joint venture (owned 51% by the Algerian party, and 49% by Air Liquide) aimed to the production of industrial gases that would be used to supply strategic steel plants, such as that located in Jijel and operated by Algerian Qatar Steel, or the production platform located at Annaba and operated by Arcelor Mittal Algeria.
The French group had already invested in Algeria, with the purchase in 2008 of the Algerian public company SIDAL during its privatisation. SIDAL manufactures and sells spot-welding and hospital equipment for the use of gas and cryogenic liquids. At the time, Gide’s Algiers office had already assisted Air Liquide in this privatisation.
