On 23 December 2013, the Communauté d’Universités et d’Etablissements Université Lille Nord de France (Community of Universities and University Institutions in the Lille and North of France area, i.e. the CUE Lille) signed a public-private partnership contract with project company Eiffinov, a subsidiary wholly owned by Eiffage S.A.
Following GreEn-ER in Grenoble and UEB@campus in Brittany, the Eiffage group signed its third partnership contract as part of the Opération Campus de Rénovation des Universités (University campus refurbishment operation).
The partnership is entered into for 27 years and 7 months, and covers the design, financing, construction and maintenance of three buildings:
The project totals an investment of 61 million euros, covered in part by regional and local authorities (12 million euros), by bank financing thanks to Société Générale and NordLB for the construction phase (construction loan and VAT credit) and the operating phase (project and Dailly loans), and by financing from the Savings Fund Department (DFE) of the Caisse des Dépôts et Consignations.
Eiffage received legal counsel from Gide, which set up a team comprising partner Thomas Courtel, counsel Marie Bouvet-Guiramand, and associates Mathilde Bonnet and Raphaëlle Gout.
Taj advised the CUE Lille, with partner Eric de Fenoyl, and associate Alexis Tréca.
De Pardieu Brocas Maffei advised Société Générale, NordLB and the DFE, with a team comprising partners Jean-Renaud Cazali and Christine Le Bihan-Graf, and associates Antoine Payen, Laure Rosenblieh and Carole Servatius.
