Gide has advised the consortium comprising VINCI Concessions (leader), STRABAG and AKTOR, named as the preferred bidder by the Romanian Ministry of Transport and Infrastructure, represented by C.N.A.D.N.R. (Romanian National Company of Motorways and National Roads), on a 29-year public-private partnership contract covering the Comarnic - Brașov section of the Bucharest – Brașov motorway in Romania. It is a structuring project for the development of Romania, and constitutes the first motorway PPP in the country.
The project covers the financing, design, construction, operation and maintenance of a 54 km motorway section. The consortium will be remunerated via yearly availability payment payable by the concession grantor. The A3 motorway, which crosses the Carpathian Mountains, is the main artery linking Bucharest and Transylvania with Western Europe.
The work, to be carried out by a consortium comprising VINCI Construction Grands Projets (leader), VINCI Construction Terrassement, STRABAG and AKTOR, will include the construction of three major interchanges, 39 bridges and three dual-tube tunnels with a total length of 19.4 km.
The concession will be operated by a consortium made up of VINCI Concessions, STRABAG and AKTOR.
The Gide team acting on this operation was headed by partner Stéphane Vernay, and comprised, in Paris, associates Anne Framezelle, Frédéric Pia, Pierre Bernheim and, in Bucharest, partners Bruno Leroy and Andreea Toma, as well as associates Adina Damaschin, Cristina Togan and Catalin Barb.
